1945年出生於台灣省南投縣埔里鎮。先後畢業於「國立台灣師範大學」音樂學系與瑞士「蘇黎世音樂學院」作曲研究所。爾後在德國「漢諾威音樂戲劇學院」、 「柏林藝術學院」研究二十世紀作曲法。1982年應邀返國，擔任「國立藝術學院」音樂系作曲客座副教授，並於1991年升任教授，1998年擔任「校務研 究發展中心」主任，2000年擔任學務長。目前擔任「國立臺北藝術大學」(前「國立藝術學院」2001年改名)音樂學院院長。
1989年創立「國際現代音樂協會台灣總會」並榮膺創會理事長。1990年應「國立中正文化中心」邀請，在「國家音樂廳」舉辦「潘皇龍樂 展」，1991年至1996年間，應「聯合國教科文組織」邀請，代表台灣出席「國際作曲家評議委員會」。1997年與2001年應邀擔任奧地利「國際莫札 特作曲比賽」評審。1998年應邀擔任波蘭「國際作曲家夏令營」客座教授。
音樂作品曾獲德國「尤根龐德作曲獎」(1979)、台灣「吳三連先生文藝獎」(1987)、「國家文藝獎」(1992)等；並由國際著名樂團，諸 如「柏林愛樂管弦樂團」(1982)、「龐畢度文化中心現代音樂室內樂團」(1983)、「阿笛悌弦樂四重奏團」(1988)，「新日本愛樂管弦樂團」 (1989)、「克羅瑪塔打擊樂團」(1996)；以及荷蘭「國際高德阿姆斯新音樂節」(1980)、「國際現代音樂協會/世界音樂節」 (1988,92,99,2000,2001)、「巴黎現代音樂節」(1996)、「維也納現代音樂節」(2000)．‥等，在歐洲、非洲、美洲與亞洲各 地演出。
Hwang-long PAN was born in Taiwan in 1945. Pan has studied composition with Hans Ulrich Lehmann , Helmut Lachenmann ,Isang Yun. He has been a professor of composition since 1982, director and was slected Dean of College of Music in year 2002 at the Taipei National University of the Arts (TNUA). Pan is the founding president of ISCM-Taiwan Section. He was the winner of the Juergen - Ponto Kompositions-Wettbewerbs (1979), the Wu San-lien Literature & Arts Award (1987) and Taiwan’s National Arts Award (1992). His compositions have been performed by numerous ensemble, such as the Berlin Philharmonic Orchestra (1982), the Ensemble InterContemporain /IRCAM (1983), Taiwan National Symphony Orchestra (1987-) the Arditti String Quartet (1988), the New Japan Philharmonic Orchestra (1989), the Kroumata Ensemble (1996), and China Found Music Workshop (1996-), Boston Modern Orchestra Project (2000), International Gaudeamus Music Week (1980), ISCM/WMD (1988,92,99,2000,2001), Presences (1996), and Hoergaenge Wien (2000).
